EQUESTRIAN BILL OF RIGHTS
The Los Angeles Horse Council was created to unite equine owners and equine related businesses in an effort to raise public awareness of the significant, positive, economic impact the Equestrian Industry has on Los Angeles, to highlight the many contributions the Equestrian Industry makes to the cultural heritage of Los Angeles, to improve public health and safety by increasing access to and awareness of equestrian activities including therapy, rehab and youth-at risk programs and to provide a unified voice for a broad range of equestrian concerns including zoning, land use, planning and the preservation of recreational and open space.
Los Angeles Horse Council has developed this Equestrian Bill of Rights which, when adopted, will serve to strengthen and protect the equestrian community, thereby ensuring its continued existence and economic viability.
I. Equestrians shall have the right to official staff representation with government agencies including, but not limited to, Planning, Transportation and Building and Safety to promote, coordinate and develop equestrian uses, activities and businesses.
II. Equestrians shall have the right to an Equestrian Trails Master Plan as part of the General Framework.
III. Equestrians shall have rights to horse-keeping as an agricultural use that will be protected and expanded as per Los Angeles Community and Specific Plans.
IV. Equestrians shall have equal rights to parks and use of public facilities.
V. Equestrians shall have the right to accurate equine census as well as recognition and representation of the horse industry.
VI. Equestrians and equines ((horses, mules, and donkeys) shall have the right to full support from the judicial system and the right to expect that those who endanger, injure or kill equines or equestrians be dealt with to the full extent of the law.
VII. Equestrians obeying the rules of the road, streets and trails shall have the legal right of way when encountering all motorized vehicles, bicycles and pedestrians.
VIII. Equestrians shall have the right to roads, streets, parks, greenway planning, development and design that enable and support safe riding and carriage driving.
IX. Equestrians shall have the right to traffic signals, signage, crosswalks, and maintenance standards to enable and support safe riding and carriage driving.
X. Equestrians shall have the right to be actively engaged as a constituent group in the organization and administration of Los Angeles communities.
